General Information:
The Executive Office of the Board of Supervisors is seeking a well-qualified, and highly motivated individual to fill a position in the Human Resources Division at the level of Departmental Personnel Assistant.
Vacancy Information:
This transfer opportunity is at the Executive Office of the Board of Supervisors, located in the Kenneth Hahn Hall of Administration at 500 West Temple Street, Los Angeles, CA 90012. We are seeking highly qualified individuals with experience working in Human Resources within the county.Examples of Duties:
Maintains personnel files and records of individual employees, including work history, vacations, leaves of absence, probation reports, performance evaluations, appraisals of promotability, status changes, and disciplinary actions.
Maintains a system of item control as a check on the number of allocated positions and the status of each; prepares requests for approval of deviations such as frozen or borrowed positions.
Compiles periodic statistical reports providing management with information such as turnover, vacancies, total number employed, and budget needs.
Disseminates information concerning recruitment needs to various agencies and organizations.
Obtains eligible lists, certifications, examination results, medical records, and other information pertaining to the recruitment, testing and selection of applicants.
Interprets salary provisions of the County Code to determine the salary rate applicable in a given set of circumstances, considering factors such as Y-rates, advanced step recruitment, superior-subordinate pay, shift differentials, bonuses, hazard pay, and furnishes necessary data to the payroll section.
Assists in securing special examiners and interviewers.
Provides information to employees concerning their rights, benefits and responsibilities, departmental policies and regulations, Civil Service Rules, and the County Code; may conduct orientation of new employees.
Assist in analyzing information using qualitative and/or quantitative analytical methods in order to understand and draw fact-based conclusions, often from large amounts of information; identifies issues and problems requiring additional research and study and takes appropriate action to ensure sound study results.
Prepares a variety of documents (e.g., reports, business correspondence, memoranda), adapting formats suitable to the purpose and using relevant software programs (e.g., word processing, desktop publishing, presentation) in order to effectively communicate information to various audiences (e.g., departmental personnel, members of the public, governing boards).
Performs special projects as assigned.
This position is restricted to permanent County of Los Angeles employees who have successfully completed their initial probationary period AND currently hold the following payroll title:
Departmental Personnel Assistant
Senior Clerk
Senior Typist Clerk
Payroll Clerk I
OR
A comparable item at the level of Departmental Personnel Assistant and perform similar work at an equivalent salary and complexity in accordance with Civil Service Rule 15.
Desirable Qualifications:
- Excellent analytical, organizational, planning, and problem-solving skills
- Ability to exercise initiative and independent judgement
- Abilitity to multi-task, prioritize workload to ensure deadlines are met, and work in a fast-paced environment
- Ability to work as part of a team and independently, as needed with minimum instruction
- Proficient in Microsoft Office Suite (i.e., Excel, Word, and PowerPoint) to prepare spreadsheets, reports, documents, and presentations
- Knowledge of Policies, Procedures, and Guidelines (PPG's), County code, and Discipline Guidelines
- Knowledge of HR functions using eHR, ePAR, PMTS, and applications
